Marshall Harris is the Councilman for District 4 in Livingston Parish. He was born February 9, 1956 and is married to Ann Green Harris. They have two children, Meghan D. Harris and Paige E. Harris. He graduated from Denham Springs High School in 1974 and has
30 years work experience in sales. He was elected to the Livingston Parish Council in 1995, and took office in 1996, the first year of a new form of government for Livingston Parish under the Home Rule Charter. He is a member of the Louisiana Rural Water Association, Louisiana Gas Association and National American Water Works Association. He is also a member of the First Baptist Church of Denham Springs.

Beginning at the intersection of the centerline of US 190 and the centerline of the Amite River, which is also the western parish boundary; then northerly along the meanders of the Amite River to the centerline of Colton Creek; then northeasterly to the centerline of LA Hwy. 16 (Range Avenue); then southerly to the centerline of Cockerham Road, proceed easterly and northerly along the centerline of Cockerham Road to the centerline of LA Hwy. 1026 (Lockhart Road); then proceed southeasterly along the centerline of LA Hwy. 1026 to the centerline of Gray"s Creek; then proceed southerly along the centerline of Gray"s Creek to the centerline of Interstate 12; then westerly to the centerline of LA Hwy. 16 (Pete"s Hwy.); then southerly to the centerline of LA Hwy. 1034 (Vincent Road); then westerly to the centerline of Range Avenue; then northerly to the centerline of Rushing Road; then northwesterly to the centerline of 4-H Club Road; then southerly to the centerline of Interstate 12; then westerly to the centerline of the Amite River, which is the western parish boundary; then northerly to the point of beginning.
